Preparing for travel to Cuba is an educational experience in itself. Laws, Regulations and specific Government guidelines MUST be followed to the letter and adhered to.

Although “tourist” activities remain prohibited by statute, the Department of Treasury’s Office of Foreign Assets Control (OFAC) has issued general licenses for 12 categories of travel.  Individuals who meet the regulatory conditions of the general license they seek to travel under do not need to apply for an additional license from OFAC to travel to Cuba.  The 12 categories of authorized travel to Cuba are:

  1. Family visits;
  2. Official business of the U.S. government, foreign governments, and certain intergovernmental organizations;
  3. Journalistic activity;
  4. Professional research and professional meetings;
  5. Educational activities, including “people-to-people” exchanges;
  6. Religious activities;
  7. Public performances, clinics, workshops, athletic and other competitions, and exhibitions;
  8. Support for the Cuban people;
  9. Humanitarian projects;
  10. Activities of private foundations or research or educational institutes;
  11. Exportation, importation, or transmission of information or informational materials;
  12. Certain authorized export transactions.

**U.S. visitors are required to engage in full-time itinerary activities related to the above categories of travel.

**Purely touristic travel such as relaxation stays at all-inclusive beach resorts is prohibited in Cuba.

**American residents and citizens require a valid passport, a Cuban visitors visa (Cuban tourist card), and mandatory Cuban medical insurance to enter Cuba. In most cases, health or travel insurance policies issued in the United States are not accepted at medical facilities in Cuba, so the airlines have included Cuban health insurance ($25 per person) in the total cost of your ticket. Cuban health insurance is provided by ESICUBA and is valid for 30 days. If you are staying in Cuba beyond 30 days, you’ll need to purchase additional insurance to cover the remainder of your stay.

If you have a valid Cuban passport, or if your passport reflects that you were born in Cuba, please review the Cuban Consulate website for details on the additional documents you must hold in addition to your passport. Please note it may take several weeks to obtain all the necessary documents from the Cuban Consulate. All other travelers will need to obtain a Cuban entry permit (tourist card) or Cuban visa before travel. You must also have a valid passport and two blank pages for entry and exit stamps.

Cuban entry permit or tourist card

Most Americans traveling under a general license will only need a Cuban entry permit/tourist card, available for purchase at the airport, prior to departure of your flight to Cuba. There will be Cuba Travel representatives in the check-in and in the gate area to assist you with these transactions. You will need your passport, boarding pass and a major credit card to make your purchase. A Cuban entry permit costs $50 USD per person and is not included in the price of your airline ticket. The entry permit is valid for a single entry and allows the holder to stay in Cuba for up to 30 days.

Cuban visa issued by the Consulate

If the reason for your travel isn’t covered by a Cuban entry permit, you will need a visa issued by the Cuban Consulate in Washington, D.C. Please visit the Embassy of Cuba in USA website for more information.

Tourist Visa (Tourist Card)

The Tourist Visa or Tourist Card is only for purposes of tourism to Cuba.  It is valid for one single entrance into national territory for a 30-day trip and can be extended for an additional 30 days at the office in the hotel where one has accommodations or with the immigration authority.

Minors must have their own Tourist Card even if they are travelling under their parents’ passport(s).

To obtain this visa in person at the Consulate, these documents are needed:

-Valid Passport
-Plane Ticket with entry and return dates
-Payment of the Consular fee for this service

These documents are needed to obtain this visa by mail:

-Legible photocopy of valid Passport
-Legible photocopy of plane ticket with entry and return dates
– Payment of the Consular fee for this service
-Stamped self-addressed envelope for the visa to be sent back

NOTE: If the application is made by mail or via a third-party, an extra consular fee will be charged for the pertinent Consular service.

All payments must be made in cash or by a bank certified cheque.  All cash sent by mail will be refused and returned at the risk of the applicant.

You can receive your visa in the mail (it may take up to four weeks), or you can arrange to pick it up at the U.S. airport from which you’re departing.
